PDF Gen - Update tests for the Generator Class (exclude rendering methods)

This is for CI CD work.
Update all unit tests for functionalities excluding rendering ones for the Generator Class.
Note!!!
- Generator has a lot of methods and helper methods may need to have unit tests.
- A lot of the methods are rendering components, discuss with Aimee and/or Eason after step 1 in TODOs. The discussion results may change this ticket a lot

- [ ] Figure out all required unit tests
- [ ] Add/Update required tests
- [ ] Run `make test` to make sure all the unit tests work as expected

Locate the Generator Class and its existing unit tests, then determine which methods and helpers are non-rendering; the issue names no files or test paths. Discuss the rendering-method boundary with Aimee or Eason after the first TODO step, update the required tests, and run `make test` to confirm the suite passes.
