PDF Gen - Add Notice of Article Information to Amalgamation Application Forms

We need to add the Notice of Article information to the current PDF forms. This information is currently missing from the PDF documents.

- [ ] Add the title of Notice of Article for Amalgamation Application, specifically, after the certification module, but before the amalgamating businesses
- [ ] Confirm whether the "Notice of Article" information needs to be added to all types of PDFs or if it should only be included for the amalgamation application. If it’s determined that separate tickets are required for different types of PDFs, please create additional tickets accordingly.
- [ ] Add/update tests as appropriate

Start at the PDF generation entry point for the amalgamation application forms and locate the certification module and amalgamating businesses section. Confirm whether Notice of Article information belongs only in amalgamation PDFs or in other PDF types, then add or update the relevant tests. Done means the title appears in the required position and the PDF tests pass.
