BCOMP - COLIN API - test entities must live in Oracle before the colin api can be tested

This is just a note to remind about some missing work.

I recently pass ticket #1597 which is a COLIN API ticket for BCOMPS.

This can't fully be tested until the 'fake' bcomps have been loaded into Oracle.

DEV - insert the Bcomps into the Oracle pod
Test - work with registries DBAs to get the Bcomps added to CTEST.
