Certified Search is preserving state and should not (Staff search should not behave the same as a client search)

If staff have selected the option to perform a certified search for an additional $25 fee, the next search should not also be certified and should instead return automatically to a default. The previously discussed solution of refreshing the page to return to defaults is proving to be cumbersome to Staff.
