Migrate affiliation call on business dashboard from Auth to Lear

For business affiliations, the accept/reject is on the Business Dashboard. At some point the SBC connect team will be migrating that part of the API over to lear. Calls made by the Business Dashboard for accept/reject should also be migrated to lear.

- not required immediately but would align with longer term architectural vision
- keep SBC connect team apprised of status (will we do this now or later?)

Start by locating the Business Dashboard accept/reject calls for business affiliations and compare their current Auth path with the intended Lear API path. Confirm the migration timing with the SBC connect team, then verify the calls use Lear and run the affected test suite before documenting the status.
