UIs - In some filings, the Fee Summary obstructs Main Area of Filing when Width Reduced

**Describe the bug in current situation**
3 Filings affected:
- Incorporation Application
- Change of Address
- Amalgamations (all 3 flavours)
Use case scenario - When attempting to fit 2 browser windows side by side in order to view a PDF form in one window and the BCROS filing in the other, width of both was reduced. A common use case for PDF versions of forms is law/accouting firms using the PDF to send to client to fill in details, client then sends scanned PDF back to law/accounting firm for data entry.
When width of browser window is reduced below a certain size the fee window '_goes walkabout_' on the screen, obstructing text and in some cases obstructing action buttons.
All other filings seem to scale appropriately when browser width reduced, retaining the fee panel on the right. These 3 filings do not.
Also, fee panel disappears at times depending on filing when scrolling up and down

Annoying, looks bad - impedes access to some action buttons in some circumstances
**Chance of Occurring (high/medium/low/very low)**
Probably quite high given how we're told law/accounting firm users make use of PDF versions of forms (see above)

Reduce width of browser window (observed in Chrome)
