Create UI: identify expired NR and allow selection of new NR

There is an existing component to allow the selection of a new NR but it might need to be updated to support the workflow we want here (ie, allow selection of numbered if applicable, and/or another NR). This may be straighforward but I've estimated 5 to account for any unforeseen complications.

Start by locating the existing component for selecting a new NR and review how the UI currently represents expired NRs. Trace the workflow for numbered NRs and alternative NRs, then confirm the desired selection behavior. Done means expired NRs are identified in the UI and users can select an appropriate new NR through the existing component.
