Data loss and incorrect default selection when navigating back to Step 3 in the "Create Account" process.

Steps to Reproduce:

Login with your username and password.
Click on "Create Account".
In Step 1, select any product.
In Step 2, select any account.
In Step 3, click "No" for "Do you want to link this account with an existing BC Online Account?".
Select the "Government Agency" radio button.
Fill in the Government Agency Information and Mailing Address fields.
Click "Next".
In Step 4, click "Back".
Observe that the radio button defaults back to "Individual" and all previously entered information is erased.
Expected Result: The radio button should retain the "Government Agency" selection, and the previously entered information should be preserved.

Actual Result: The radio button defaults back to "Individual", and all previously entered information is erased.
