Description
A Name Request used in Future Effective Incorporation Application can start a new Incorporation filing.
Steps to reproduce:
1. Create a name request
2. Start incorporation application
3. Set a future effective date
4. Submit and pay
5. Observe "draft" incorporation application in My Business Registry
6. Navigate to Name Request app, Manage My Name Request
7. Look up the name request in step 1
8. See that "Incorporate Now" button is available
9. Press "Incorporate Now" button
10. Observe new incorporation application opens
11. Fill out all steps
12. Observe that the filing can be submitted and paid for
13. Return to My Business Registry
14. Observe that the draft incorporation filing is on the list
15. Observe that the active business is NOT on the list
