Edit UI: Resuming a draft for special resolution triggering false validations.

**Describe the bug in the current situation**
When the user fills in the special resolution filings for CO-OP and then saves it as a draft, Upon resuming it the Special Resolution block triggers validation even if the filing is all complete.

Steps to reproduce the behavior:
1. Go to 'https://test.edit.business.bcregistry.gov.bc.ca/'
2. Login with BCREGA001/98900001
3. Search for CP1002534
4. Start a Special Resolution.
5. Complete the entire filing.
6. Hit on Save and resume
7. Now open the Saved Draft and observe that the Validation is triggered
