List of filings requiring sync to COLIN

Create a comprehensive list of filings and other triggers for the synchronization process

- Include all filing types
- Add sync required/not required field
- Add a reason for sync, specify how data is used in COLIN (for reporting purposes, for triggering messages to CRA, MRAS, etc., in batch jobs)
- Add current status (this will be updated as we do more testing)
- Add a link to the Zenhub ticket (for filings with failed status)
- Mention exceptions, special cases
