Description
Original request is from the City of Kelowna:
"Currently we are relying on the developer to inform us when new homes are placed so that we can update our system and notify outside agencies including first responders. We are relying on the developer because First Nations/Indigenous Land does not require a building permit with the City of Kelowna which is how we are made aware of an address and inform our outside agencies.
Is there a possibility that we could get set up to be informed when a manufactured home is place"
They would like to provide location information, for example Plan X, Lot Y, KID Z to be be able to produce a report on when new homes are placed at the given location
Two options available would be to improve the API to allow for searching with location and time information, or to build a custom recurring job on the backend to produce a one-off report for Kelowna.

Research direction
No files, tests, or implementation entry points are named. Start by reviewing the backend API and recurring-job options, then clarify which approach Kelowna wants and what location and time inputs the report must support; done means a repeatable way to identify newly placed homes and produce the requested report.
