Edit UI: Coops only - on resuming a draft, Special Resolution section appears unfinished

1. start a Special Resolution filing, and fill in the Special Resolution section
2. click Save and Resume Later
3. resume the SR
4. click Review and Certify
5. observe that the Special Resolution section, while filled in, is identified as "unfinished"

6. in the Special Resolution section, click Done
7. observe that the section is now "finished", and you can go to the Review and Certify page

My expectation is that a completed section is not identified as incomplete. What's the point of forcing the user to click Done?

Start by reproducing the six filing steps in the Edit UI and inspect the Special Resolution section's completion state after saving, resuming, and opening Review and Certify. Done means a filled section is recognized as finished without requiring the user to click Done, while the Review and Certify page remains accessible.
