Legal API: tasks should be disabled when business is historical

In the following screenshot, it is correct that the "File 2023 Annual Report" task displays, even though the business has been made historical (by an Admin Dissolution).

However, the Legal API reports that this task should be enabled, which is incorrect. It should be disabled. (It is visually disabled by the UI code because the AR is not in the allowable actions list, which is fine, but the task should be disabled also.)
