Account Authorization error showing for staff login in GCP.

**Describe the bug in current situation**
When a user tries to resume a draft for firm registration then upon using the url with GCP "Account Authorization" error shows up with staff login.

Steps to reproduce the behavior:
1. Go to 'https://dev.business.bcregistry.gov.bc.ca/'
2. Login as Staff.
3. Now look for a Draft Registration filing
4. Opne the filing and replace it with the GCP url "https://business-create-le-dev.web.app/registration-define-business?id=Tv6ytOQuHz"
5. Observe that the UI throws an Account Authorization error with the staff login creds
