BTR Analysis into use of Indigenous names

BTR will be built to support Indigenous, French and English names. Prior to design / technical approach being sorted we need to better understand options for handling other names. Particularly with regards to search.

1. Review how other government (or non-government) services support Indigenous names. This review should include looking into applications to understand how data is collected (e.g. first name, middle name, last), if there are restrictions on any characters, if an anglicized name is captured as well (optional or not), and any other details related. Passport processes should be reviewed as well as Saskatchewan's support for Indigenous Business Names.
2. Review the services above to determine if there is any search component. Note: this may require engagement with other groups and if so please include @mstanton1 . The intent is to understand in a search if there's an attempt to understand the phoenetics to enable to search to look for words that sound similar, if searches strip any characters, if searches search by an anglicized name and traditional name or just one, etc.

The Machine Readable Passport uses the ascii character set to make the name on your passport usable around the world, and every country has signed onto that. We could use that as the basis for comparative search, and follow the Feds on how they determine a MRP name for FirstNations names.
