Cancel Payment not working for the firm filings in GCP.

**Describe the bug in current situation**
When the user navigates to payment and by chance if the payment fails then the draft filing has Resume Payment option. If in case the user wants to Cancel Payment then the option doesn't work.

Steps to reproduce the behavior:
1. Go to 'https://business-filings-le-dev.web.app/Tl1Y0uDnSZ/?filing_id=555582&status=Q09NUExFVEVE'
2. Login using BCREGA001/98900001
3. Hit on Cancel Payment.
4. See error

Start by reproducing the failure at the supplied filing URL: log in, open the payment flow, and select Cancel Payment. Trace the Cancel Payment entry point and capture the error; done means cancellation completes successfully and the draft no longer remains stuck at the failed-payment state.
