Colin Sync Enhancements

This epic is a collection of the defects and enhancement tickets related to current BCROS -> COLIN synchronization process that need to be maintained till go-live date.

Goal : to fix problems in the existing sync mechanism to efficiently support both systems running before going live

- [ ] Review the synchronization process (meetings with Michael Kagis, David Roberts, Darci Denis)
- [ ] Review the data that are not in sync (do we differentiate the records originated from CPRD and the records created as a result of the synchronization process?)
- [ ] Determine route causes
- [ ] Propose solutions
- [ ] Fix bugs/adjust the mechanism
- [ ] Clean up the data as needed
- [ ] Perform comprehensive testing of the sync process

Development work required for sync process to work once MVP is released is going to be handled in a different epic
