COOPS-UI: COD summary page should have a cancel button

**Describe the bug**
The COD filing has a new summary page, but if I change my mind then I cannot cancel my filing from this page. Instead I have to go back to the edit page and then cancel. Scott agrees that there should be a cancel button on the summary page.

If the current implementation is in line with the design mockup then this isn't a bug, but this change should be implemented anyway. If there is any question, please follow up with @forgeuxGH5 .

**To Reproduce**
Steps to reproduce the behavior:
1. Go to a COD filing page
2. Enter some data
3. Click on Next button
4. Change your mind and try to cancel this filing

**Expected behavior**
There is a Cancel button that I can click.
