- button to change SI and to do list items for SI's should appear disabled when a company is frozen
- button to change SI should be disabled, and to-do list should not show right away, for a future effective filing (the to do list is based upon recognition date and when the company is future effective it isn't recognized until it comes into effect)
- buttons to change SI should not show and to-do list items should not show when the company is historical
