Put Back Off - After MVP

Use case:

GIVEN I am a client and I own a corporation
AND my corporation was Put Back on (Make it Active) by error
WHEN I need my corporation back in Historical state
THEN Staff can file a Put Back Off filing
AND my corporation will return to its Historical status

Background: Occasional errors during filings when wrong company is selected result in the company became Active .
There are procedures in place that staff follows to resolve such errors.

Goal: Provide an option to Staff to fix the error and to revert the result of filing

Acceptance criteria:

Enabled for Staff only
Applicable to entity types = BC ,ULC, CCC, BEN,SP,GP,CP
