Fee Summary isnt showing correct for BEN Director change.

**Describe the bug in the current situation**
When the user adds a new director and makes the free name change or legal name change for an existing director the fee summary shows as 0 whereas it should be 21.50 as a new director should be added.

Steps to reproduce the behavior:
1. Go to 'https://test.business.bcregistry.gov.bc.ca/BC1063940/standalone-directors'
2. Login with BCREGA005/98900005
3. Click on Standalone Director Change.
4. Add New Director.
5. Now go to the existing Director and make the Name Change and Address change
6. observe that the fee summary shows 0$.

Start at the standalone-directors entry point in the reproduction URL and follow the Standalone Director Change flow with the provided test account. Reproduce adding a new director followed by a name and address change for an existing director; done means the fee summary shows $21.50 instead of $0.
