Description
- In MHR corrections can only be completed for current state filing information (process in legacy and applied in the modernized system design)
- There are cases where staff have noted an error occurs and they currently have the system datafixed to remove a filing that should have not have taken place. Risks exist with datafixes as we are required to provide the history of what has happened with a MHR _and_ it is possible somebody searched the home after a change was made, and before the data fix was applied
- To reduce data fixes it is advisable to add a commenting feature
**Questions**
1. Is it most valuable to have commenting at the filing level or on the overall MHR? I.e. do we need to be able to add notes and associate them with a filing. E.g. if a correction was completed to correct the owners because a transfer was done on the wrong home in error should we make a note on the MHR or should a comment appear by the correction filing?
2. Is there a need for comments on transactions other than corrections?

Research direction
No files, tests, or entry points are mentioned. Start by resolving whether comments belong to individual filings or the overall MHR, and whether other transactions need comments; done means the requirements and scope are agreed before implementation begins.
