Verify there is no COLIN syncing issue with CP COD filings

An issue(#18588) occurred with the update-colin-filings job in Test, a job that pushes LEAR filings to COLIN to keep both systems in sync.

The same COD filing was being pushed to COLIN repeatedly, likely as a result of the COLIN api throwing an exception during the process of saving/processing the filing from LEAR.

We would like to verify if there is a larger syncing issue with CP COD filings or if this was just a case of bad data with CP1002478 in Test.

**TODO:**
- [ ] check if CP COD filings created in LEAR will trigger issue in #18588. Check with a CP that isn't CP1002478 first.
- [ ] do more in depth analysis for CP1002478 and see if it is a case of just bad data. if so, update the data such that subsequent COD filings don't trigger this issue again. Note that it's possible that CP1002453 has this issue too.
- [ ] cut a new ticket if req'd to implement a fix
