Draft updates for Form 30 - Bill of Sale

Transfers will be released to BC Registries staff first, followed by a release to Qualified Suppliers and Service BC. For the latter release, the form should be updated to capture all information in the application in the new order, ensuring separate data fields for each piece of data collected.

- [ ] draft updates for the Form 30 ensuring the ordering is the same as the user interface
- [ ] consistency is key. Please reference previously created forms and copy the formatting for sections/components that exist in those forms as well (e.g. submitting party has already been designed for a past form so if there is submitting party in the transfer use the submitting party design from the past form)
- [ ] Once complete send for staff review. Final sign off will be required from Megan/Sinead.
