CMS Update Recommendations for Unit Notes

As part of the unit notes release a new notice was added to the CMS site.

Further updates are likely needed but are pending decision on fee changes.

When https://app.zenhub.com/workspaces/raid--work-space-617c3d4cef313f001d715a7c/issues/gh/bcgov-registries/raid/282 has been resolved this ticket can be updated with clear guidelines on fees and then review should take place to ensure fees are clearly identified in the Forms and Fees section of the site.

**Note**
1. Sharon has noted by email that confidential note, restraining order and public note should not be on the webpage at all. Further discussion is necessary to understand the basis of this recommendation.
2. Fareen has suggested that the text in the fee schedule be updated to ensure alignment with the form. Instead of 'Caution Notice' it is recommended we list 'Notice of Caution and Continuation of a Notice of Caution'
