Requirements for Amend and Cancel Transport Permit

Staff have noted that there is currently an ability to amend or cancel a transport permit. Requirements are needed for these functions.

- who can perform these tasks?
- what are the restrictions
- how is this ledgered in the system
- what are the volumes (are there counts available in Doug's spreadsheet here?). _Note this may guide whether we need a transaction in the UI or could consider this as a post MVP enhancement and tackle via data fix_
- other information that is relevant?
