Bug - Document ID not being saved in draft transfers

Staff - All Transfer Types

WHEN I start a Transfer
AND add a document ID
THEN save the draft
THEN when I reopen the draft, the Document ID gets cleared

The document ID should be retained in the draft like it does for Staff Registration

Trace the draft transfer save and reopen flow, then compare it with the Staff Registration behavior mentioned in the issue. Done means a document ID entered for any transfer type remains present after the draft is saved and reopened.
