Requirements for Cancelling a Manufactured Home

Staff have the ability to cancel a manufactured home. This is generally done when the registration was made in error (e.g. duplicate).

Requirements are required for this functionality.

Note: I imagine this is fairly low usage, but cannot find a transaction type for Cancel in the mhr-document-reg-types list (https://docs.google.com/spreadsheets/d/1ddBl-e2fqAk-Ad6Wc16Md_31446i7FFfNx8K_Mh4Uv8/edit#gid=336707597). In analysis please verify which transaction is currently used for cancel and attempt to identify the volume. If this is extremely low volume we may be able to consider manual processes and tackle this as a post launch enhancement.
