UX Enhancement Bug - user feedback on MHR table needs adjusting

All Registrations/Transfers/Drafts - MHR Table User Feedback:

Issues:
1. After Saving Draft or completing a registration or transfer - It takes so long to autoscroll user to MHR Table that the green user feedback colour on newly added draft row can be missed completely

Fix
- either autoscroll users the MHR table faster, or;
- keep snackbar and green highlight user feedback on for an additional 2 secs.

Otherwise users may have a hard time finding their newly added item

2. Often when saving a Draft and returning to MHR table - it appears to autoscroll to the MHR table showing a default view and then appears to load upe view that is autoscrolled to the draft (and user never sees the green highlighted row)
3. Sometimes when I complete a transfer, I do not get autoscrolled at all and have to manually do it
