Name Request - Chat with Helpdesk covers menu and/or hover-text

#### Describe the bug in current situation
On many screen sizes, the hover-text is covered by the prompt to chat with the Helpdesk. On phone, the menu itself is covered.

#### Expected behaviour
Given I am using name Request
When I click on a menu
Then I should be able to see the menu and any hover text for that menu

#### Options for chat tooltip:
Get rid of the tooltip entirely (and possibly make chat button more noticeable)
Don't have it be open by default
Have it open by default when you first come to the page, but have it close after a certain amount of time
Have the tooltip open beside the button instead of above (may not fix the problem on smaller screens)
Leave the tooltip open, but have it close automatically when another menu is activated on the page
Leave the tooltip open, but have it appear below any menus (or hover text)

Start by reproducing the Helpdesk chat overlap on phone and other screen sizes, then inspect the frontend menu and chat UI entry points. The fix is complete when opened menus and their hover text remain visible, with the chosen chat-tooltip behavior verified across the affected screen sizes.
