GIVEN that a Certified Rules document is generated in outputs
WHEN the user opens the document
THEN the Registrar's stamp should be formatted to distinguish between the text in the document and the stamp

We should add some formatting to our stamp. The stamp does not stand out as unique from the text I wrote on the uploaded document. The last line on left side “July 26 Rules document text” was the text I wrote in the document I uploaded. The stuff above it is the Registrar’s stamped information.
