UI Design - Update MHR Info page instructional text styling, order and visability rules

- Staff has mentioned it would be good to make the "Ensure ALL information is correct" instructional text more noticeable at the top of the MHR Info page.

- Residential Exemption has a similar yellow bar already, so would be good to follow that pattern. Possibly with similar text.

- Confirm order of items for the top of MHR Info page for text, yellow message bars, and alert bars (ie for lien/locked views)

- Confirm rules for when this yellow message bar should be visible and not visible to staff and each type of qualified supplier (for all the instances of when a user is NOT able to make any changes on this MHR page, then this message bar should be hidden from view).
