Bug - PPR stepper shows as all valid even if authorization and/or folio is invalid

Stepper shows as complete, before authorization is complete and even if folio is invalid on the review page

Steps to reproduce, complete first 3 steps of a PPR registration.

Start on the PPR registration review page and reproduce the issue after completing the first three steps, checking both an incomplete authorization and an invalid folio. Done means the stepper does not show all steps as complete until authorization and folio validation have succeeded.
