Description
**Describe the bug in the current situation**
When the user has an active CO-OP and when the standalone change is made to either COA or COD filing then the email notifications are not being sent to the user.
Steps to reproduce the behavior:
1. Go to 'https://test.business.bcregistry.gov.bc.ca/CP1002507?accountid=596'
2. Login with BCREGA001
3. Make a COA and COD filing
4. Notice that the email with the outputs arent received by the user.
