UI - Scrolling to added registration in Registration Table for MHR Is too slow.

**Describe the bug in current situation**
When adding a draft, transfer, or registration in the MHR application, the scrolling to the added registration is fairly delayed, which leads to an unpleasant user experience.

**Link bug to the User Story**
As a user I would like to be scrolled to my newly added registration in the registration table in a timely manner and consistently.

**Impact of this bug**
Describe the impact, i.e. what the impact is, and number of users impacted.
Currently only impact staff in the MHR registration.

**Steps to Reproduce**
Steps to reproduce the behavior:
1. Create a registration in MHR and wait for it to scroll.

**Actual/ observed behavior/ results**
Scroll to newly added registration is delayed significantly.

**Expected behavior**
A clear and concise description of what you expected to happen. Use the gherking language.

Given: that I completed transaction in the MHR application.
Then: I would like to be scrolled to my newly added registration within 1-2 seconds.
