UI Design - BCOL Admin approval flow

Notes:
What is the simplest way to implement this given the current workflows used by BCOL Admin?
Can we leverage the current "Create Account" button that they use to create accounts for director search?

### Story
As a BCOL Admin team member,
I want to be able to grant NDS access to an approved requestor,
so that the requestor does not have to wait for an unspecified amount of time before they can gain access

### Rationale
Putting this functionality in the hands of BCOL Admin instead of circulating back and forth with Ops is necessary to maintain high quality of customer service (responsiveness).
It is also more like-for-like, as currently BCOL Admin are currently able to create an account for the approved requestor.
