Postal Code Validation on Registrations & Changes

**Describe the bug in current situation**
Validation does not occur when postal codes for registrations & changes for all addresses (Registered Office Delivery Address, Registered Office Mailing Address, Records Office Delivery Address, Office Delivery Address). The Canada Lookup tool works, however a user can edit the postal code.

Business has requested to check that format is correct before you can leave that page even after Canada Post Look up.

Clients register with a 5 letter postal code, because they forget a letter (VO 1W0 should be V0E 1W0). Other common errors are 7 letter postal code with a dash between the first and last 3 digits, and one is a person registers a postal code but swaps a 0 and a o.

**Steps to Reproduce**
Steps to reproduce the behavior:
1. Login to BC Registries using test account BCREG0011 (BC Services Card --> Virtual testing)
2. Select My Business Registry
3. Scroll down to "EVE TEST EXPIRATION DATE INC." and select Open
4. Select Change next to Office Addresses
5. Address Change Effective 12:01 am notice opens - select Continue to Change of Address
6. Select Change
7. Change all the postal codes to an invalid format: V8W A, V8W 111, V8W 1
8. Select Update Addresses

**Actual/ observed behavior/ results**
User is able to save invalid postal code format

**Expected behavior**
Invalid error occurs.
