MHR - Adding an Executor/Administrator to the Group2 automatically gets added to the Group1 and cannot be changed

- [ ] In the Tenants in Common structure of a Transfer, if the Administrator/Executor is not in Group1, then by deleting the existing Administrator/Executor from Group2 and adding a new Administrator/Executor automatically gets added to Group1.

**Steps to reproduce:**
- Select MHR 150633 in DEV
- Click on the open button to file a Transfer
- Select 'Transfer to Administrator - Grant of Administration' as transfer type
- Delete the administrator from Group2 and add a new administrator
- New administrator automatically gets added to Group1 instead of Group2
