Edit UI: FED Component not restoring the values after Save and Resume Later.

**Describe the bug in the current situation**
When the user tries to complete a filing using FED, then after save and resume upon resuming the draft the Fee component is restored with FED fee but the FED component doesn't have the values restored.

Steps to reproduce the behavior:
1. Go to https://test.business.bcregistry.gov.bc.ca/BC1057785
2. Try performing an Alteration.
3. And select a FED then click on save and resume.
4. Upon Resuming the draft observe that the Fee component shows the FED fee but the filing does not have the FED Component selected.

Bugs:
- [ ] FED data is not restored to FED component (also reproduces when going from first page to second page).
- [ ] If I am staff and I selected No Fee, and saved and resumed later, the first page shows the fees; when going to second page, the fees become zero. This is a reactivity problem.
