Description

Current behaviour:

A user can resume a draft registration application with an expired process in current system. The system does not let the application to complete and throws error "unable to save the registration" after file and pay

Expected behaviour: ??

Steps to reproduce:
1. Register an NR and approve it
2. start a registration application ans save it midway
3. tweak the NR to be expired. You should be able to see an alert next to DRAFT status "The incorporation application is no longer valid; the name request has expired"
4. Open the above NR and resume the registration flow.
5. AFter completing the application process, click File and pay. You would receive the "Unable to Save Registration" error.
