UI Design updates to the Firms DBA proprietor assignment flow

Description of issue:

- [ ] Currently some firms owners are circumventing the use of the system, taking actions resulting in a new firm becoming its own proprietor.

- [ ] They do this by ignoring clear messages on the screen

- [ ] These are the steps:

1. When asked to select an individual as proprietor, they instead choose to select a corporation.
2. Then they select that they have a corporation outside of BC.
3. Then on this selection they enter as the proprietor the name of the newly created firm.

To Do List:

- [ ] UI Designer will propose design updates and changes that will help close this loophole.

- [ ] This could include taking away the ability of user to add as proprietor a corporation from outside of BC.
- [ ] Instead such users would have to contact BC Registries for that action.

Review the proprietor assignment flow and the messages shown at each listed step. Done means a UI design is proposed to close the loophole, including a decision on whether out-of-BC corporations must be handled by BC Registries.
