Business Search - prevent payment for invalid product requests

Request from Teranet for Business Search via the API.

1. Bug fix – API should not allow payment for a document that is not valid for the current business type (e.g. Certificate of Good Standing for SP/GP)
2. A validation will be further added to check if the document is available for the specific business. (e.g. CGS for a corp that is behind on ARs)
