MHR - Transfer Details are not displayed when the Home owner component is activated

- [ ] When a Transfer Type is selected from the dropdown, then the Home Owner and Transfer Details component should be activated at the same time, but currently transfer details component is not activated until a change is made to the home owners table.

**Steps to Reproduce:**
- Select a registration to perform a Transfer
- Navigate to the Transfer type dropdown and select any type (Eg: Transfer to Sale or gift, Surviving Joint Tenant(s))
- Home owners component is activated but not the Transfer details component



Start by reproducing the issue through the Transfer type dropdown, then inspect the Home Owner and Transfer Details components involved in that flow. The fix is done when selecting a transfer type activates both components immediately, without changing the home owners table.
