Auth Web: other account dashboard may show incorrectly for staff

To reproduce:
1. login as staff
2. go to staff dashboard
3. find an account (ideally) with some affiliated NRs/businesses)
4. click down arrow and then select Business Registry Dashboard for that account
5. observe that the correct business registry dashboard is displayed
6. from here, open a NR or business, then click Back (or use breadcrumb link) to return here
or
refresh the page (F5)
7. observe that the incorrect business registry dashboard is displayed (even though the URL contains the account's correct id)
