Maximus: Webchat feedback for changes

I noticed some things regarding the new Maximum Webchat component and asked @yuisotozaki for his feeback. He replied:
> - On first page load, the webchat tooltip appears. This is good to draw attention to the existence of the webchat since the webchat icon is dark-blue and not noticeable without.
> - The tooltip can be dismissed and the user can continue through the name request form and pay.
> - Upon payment, the webchat tooltip appears again. It appears that the component doesn't remember that the user has dismissed the tooltip already. This can be distracting as it acts like a popup ad. Nobody likes popup ads.
> - When engaged in a webchat, the "close" button icon is chevron-down. This should be "close".

To reproduce:
1. go to Namerequest UI (Dev only for now)
2. observe Webchat component at bottom right of page
3. optionally create and pay for a NR, then observe Webchat component again
