Coops AGM Extension

## Background

It is legislated that a co-op must request an extension if they cannot hold their AGM within 4 months of their financial year end.
The registrar does not currently collect financial year end.
On Jan 5th, Cameron Amber and Sienna discussed our previous decision. Cameron & Amber determined it was not their place to implement a solution based on the hope that the legislation would be re-written soon. Therefore, they have decided to request financial year end as part of the annual report filing, as well as the agm extension request filing. This will allow the system to automatically approve or deny extension requests, in a way that requires no staff effort, and meets the legislation requirements.

In addition, the registry has offered a blanket extension to all co-ops. We need a way for co-ops to state that they are taking advantage of this extension, and have notified their members. This solution is tracked in story [6094](https://app.zenhub.com/workspace/o/bcgov/entity/issues/6094).

### Legislation:

On the application of a society made on or before December 31 of a calendar year in which an annual general meeting of the society must be held under subsection (1), the registrar may authorize the society, on any terms the registrar considers appropriate, to hold the annual general meeting on or before a specified date that is not later than March 31 of the calendar year immediately following that calendar year, in which event;

(a)the meeting must be held on or before the date specified by the registrar, and
(b)if the meeting is held in accordance with paragraph (a) of this subsection, the meeting is deemed, for the purposes of this Act, to have been held in the preceding calendar year and not in the calendar year in which the meeting is actually held.
