Description
**Describe the bug in the current situation**
Any user compliance warning dialog has the same text that is being shown to staff and users.
Steps to reproduce the behavior:
1. log in to the Staff dashboard and search for the identifier "CP0001972"
2. Click on View and Change information and observe that the warning dialog shows
3. The warning dialog is the same for the user and the staff
