Description
This is a design ticket for:
Background
BCOL HD will be given staff access like BC Registries staff currently have.
In addition to the basic staff dashboard, BCOL HD staff must be able to launch all of the partner products.
This ticket is to determine the best way to link to these products. Could be modifying the Staff dashboard, or could be via

**should all staff have access to this, not just BCOL helpdesk? What about Maximus, SBC staff?**
