PIPELINE: Fix pytests for all services

## Description:
NOTE: There are 2 versions of the pytest pipeline in openshift -> get rid of the one that doesn't work.
Pytest pipeline needs to be updated for new configurations, etc. for the following services:
- [ ] colin-api
- [ ] legal-api
- [ ] entity-filer

**Acceptance Criteria**
- [ ] all tests are passing
- [ ] tests that require integration that can't be setup properly in the pipeline are skipped

Ready to Build (DoR):
- [ ] Stakeholders have approved
- [ ] ~~User story completed~~
- [ ] What are the dependencies
- [ ] ~~Validation rules defined (UI, Data, Role-Action)~~
- [ ] ~~Is a formal UAT required~~

Acceptance / DoD:
